Angela D. Brooks

Chief Housing and Development Officer,
City of Philadelphia

Angela D. Brooks, FAICP, serves as Chief Housing and Urban Development Officer for the City of Philadelphia, leading Mayor Cherelle L. Parker's H.O.M.E. Initiative. She oversees the initiative which includes a $800 million municipal bond that will fund programs to produce and preserve 30,000 housing units, requiring innovative public-private partnerships and strategic deployment of multiple funding sources.

As Immediate Past President of the American Planning Association, Brooks co-chaired the Housing Supply Accelerator, releasing a national playbook in May 2024. Previously, she served as the Director of the Illinois Corporation for Supportive Housing Illinois office. Her large-scale financial expertise was developed at Chicago Housing Authority, where she helped structure financing and public private partnerships for her portfolio as a part of the largest public housing redevelopment in the U.S. Brooks has provided financial and policy guidance through service on the Chicago Board of Zoning Appeals, Illinois Affordable Housing Advisory Commission, and Seattle Planning Commission.

She holds a Bachelor of Arts in Urban Studies from Jackson State University and a Master of Urban and Regional Planning from the University of New Orleans. Brooks is a member of several civic organizations, including Alpha Kappa Alpha Sorority, Inc., The Links, Incorporated, and the Jackson State and University of New Orleans National Alumni associations. Beyond her professional achievements, Brooks exemplifies values-driven leadership as a kidney donor and advocate for increasing minority organ donation.
