Joaquin Altoro

Joaquin Altoro is a Managing Director at Falcon Capital Advisors with over 30 years of leadership in housing finance, strategic real estate planning, and equitable economic development across the public, nonprofit, and private sectors. He served as a White House–appointed Administrator of USDA’s Rural Housing Service, overseeing a $185 billion portfolio to strengthen housing and infrastructure in rural and Tribal communities—demonstrating an ability to tailor financial solutions for diverse and underserved markets. As CEO of the Wisconsin Housing and Economic Development Authority (WHEDA), he held a cabinet-level role in the Governor of Wisconsin’s administration, where he led institutional transformation and equity-centered finance strategies that spurred housing access and community growth.

Throughout his career, Joaquin has bridged policy innovation and capital deployment, shaping national housing strategy as part of the White House Domestic Policy Council and building durable public–private partnerships. His board leadership with institutions like the Federal Home Loan Bank of Chicago, CFPB, and the National Council of State Housing Agencies reflects his expertise in advisory governance and mission-driven investment. A graduate of Cardinal Stritch University and a Harvard Young American Leaders alumnus, Joaquin brings a national perspective and proven capacity in financial structuring and capital strategy—equipping him to support and elevate emerging developers navigating today’s shifting economy.
