Kelly joined RCC in May, 2017 with the purpose of growing RCC from a regional FHA lender into a national multi-platform debt provider.  Since that time, RCC has expanded its debt products to include the FHA MAP products, USDA RD Section 538 loan guarantee program, affordable housing construction lending, and an Impact acquisition/bridge loan debt product.  Kelly has sought to create debt products that are responsive to the needs of the industry and that are also nimble and flexible.  She is a Section 8 expert and has held many positions in the housing sector over the past 20 years.  She is particularly proud of the work she has done for federal, state and local governments with a special emphasis on the work she did while serving as the U.S. Department of Housing and Urban Development Hub Director for the LA office during the ‘great recession’.  Kelly has been employed in almost every aspect of affordable housing development and management, including debt, LIHTC equity, legal, property management, resident relocation, Section 8 restructuring, affordable housing acquisition/rehab, disposition and rules/regulations enforcement.  This unique skill set has allowed her to focus upon local, state and federal agency collaboration and facilitated the creation of several new programs for the benefit of low- to moderate-income families.
